What licence a Punjab agent must hold
Any person sending people abroad for study, tourism or work (other than overseas-employment recruitment, which is the central MEA's domain) must hold a licence under the Punjab Travel Professionals Regulation Act, issued by the District Magistrate of the district they operate in. The licence lists the agency name, owner, office address, a licence number, and a valid-till date.

No licence number when asked; a licence that is expired or cancelled in the register; promises of a "guaranteed" visa; demands for the full fee in cash upfront; no written agreement; an office that keeps changing address.
